Russian transport companies, transport services and postal carriers are paying attention to changes in the rules for customs clearance of purchases in foreign stores. The changes apply to all online stores, trading platforms and other items that are not personal mail.

What will change in customs clearance of parcels?

According to reports from SPSR and SDEK, all international parcels will begin to undergo customs control according to the new rules starting from December 7, 2017.

In accordance with the order of the Federal Customs Service (FCS) No. 1861 dated November 24, 2017, customs clearance of international postal items will be processed only if the recipient of the item (buyer) provides the following data:

  •  Full passport data indicating where, when and by whom the passport was issued;
  • Recipient's TIN (only for individuals with citizenship of the Russian Federation);
  • Links to goods purchased or otherwise acquired, and for each item separately. product (for each product in the parcel).

If the buyer provides an incomplete set of data, the customs authorities of the Russian Federation will not carry out registration. The parcel will be sent back to the seller or other sender.

When will the rules come into force and what should I do?

The new customs rules apply to all parcels, regardless of their indicated value, which will arrive at customs starting from 12/07/2017.

In this regard, SPSR and SDEK ask you to indicate the necessary information in your personal account now. Data entry must be carried out in advance and in full - until the procedure is worked out, it is possible for parcels to be returned by customs almost immediately upon receipt of the parcel at the customs control point.

Both services are preparing an additional field for entering the TIN in your personal account. Additional information can be entered at the moment the new registration rules come into force.

While there is no corresponding form on the website, buyers can call the GBS customs broker to clarify the data.

How to find out the TIN number?

If you do not know your personal taxpayer number (it is assigned to all persons who receive at least some official income), you need to go to the website of the Federal Tax Service.
