I found a way to pay for housing and communal services of any bank card with the same, and if the card has a cashback, and something else with it.
Everything is very simple. It turns out that there's MTS this service: https://payment.mts.ru/pay/1598.
To use it you do not need to be a subscriber of MTS and MTS Bank. Just enter the code of the payer, the payment period, the amount, choose whether the payment of insurance apartments and enter the details of any credit card needed.
If the card has a cashback of operation with the code 4900, then you are more and get cashback for this payment.
