This happens not at all because one is worse than the other - the very concept of using certain things is fundamentally changing. It is enough to look at the means of protection and means of destruction of enemy manpower. The problem with modern "synthetic" protection is that body armor does not cover the entire human body. Moreover, firearms protection equipment usually does not have different levels of protection, as, for example, medieval armor. And here it should be explained.

The first moment. It is only in the anime that beautiful girls wear graceful "armored strings" made of scales from the fifth point of the dragon over their naked bodies. In fact, wearing any kind of armor implies the use of at least under-armor clothing. First, it is needed so that the armor does not ruin elementary. Secondly, it is used as an additional layer of protection. Thick and tough clothing under chain mail or armor helps to extinguish the kinetic energy of impact on armor, protecting the human body from embarrassing damage, which is actually no less (and sometimes more) terrible than direct hit. Moreover, such clothing can become the last obstacle in the path of a striking blade fighter.

The second moment. For most of their history, people primarily used edged weapons to defeat the enemy. Accordingly, it was required to create such protective equipment that, if possible, would cover the entire human body from the crown of the head to the heels of the feet. Because in battle, no one is immune from an accidental blow to the same hands, feet and even fingers. Even a light injury in the conditions of undeveloped medicine and the specifics of ancient and medieval hostilities could end extremely sadly.

In the modern world, everything is different. Now we have absolutely monstrous in its stopping effect and mortality rate firearms and along with them - developed medicine, we corny have at our disposal antibiotics. Coupled with other specific factors, all this made it irrational to use full armor. Full Kevlar suits do exist, however they are expensive and not very practical.

And for this reason, in most cases, to increase the survivability of a soldier in a firefight, it is enough protect only the most critical parts of the body: the trunk (including the groin) and the head (including person). Both Kevlar helmets and Kevlar vests work well with both. Cheap, effective, cheerful. The problem is that this “standard” set is designed to confront the fighters with the same opponents with firearms. Alas, the specifics of combat and tactical conditions can vary greatly relative to the "textbook", especially when it comes to street warfare.

There are many cracks and gaps left in the bulletproof vest, where a bullet is not able to hit in most situations. However, you can plant a knife or any other sharp object there. A fighter can be hit from around the corner on the arms and legs. In general, strike with a heavy object or cold weapon on those parts of the body that are virtually defenseless.

It is for this reason that German police officers began to dress their special forces in medieval chain mail during urban operations. They make it possible to provide on the one hand - almost complete coverage of the body with a protective agent. On the other hand, they are cheap and easy to use. Typically, German police officers wear a chain mail shirt over their service clothes and a chain mail hat over a regular police mask. All this "good" is pulled on a bulletproof vest, helmet and tactical equipment. Chain mail will not protect you from a bullet, but they will be guaranteed to save you from knives and broken bottles.
