I considered the issue and consulted Eugene within the framework of my knowledge and qualifications as follows:

Yes, you can use it, there are no prohibitions on cables and wires with a conductor cross-section of 1.5 mm2. Moreover, in accordance with clause 524.1 of GOST R 50571.5.52-2011, the cross-section of conductors in household electrical circuits must be at least 1.5 mm2. Therefore, from the point of view of the requirements of regulatory documents, this is a completely acceptable option for wiring.
In terms of the dielectric strength of such a cable, copper conductors with a cross section of 1.5 mm2 are capable of withstanding a rated load of 4.1 kW or 19 A.
Therefore, to determine the possibility of using it in connecting a chandelier through a rocker switch and 9 sockets with a loop it is necessary to sum up the total load from the lamps of the chandelier and electrical appliances that you plan to connect to the plug sockets.
If the calculation results in a load of more than 4.1 kW, for example, you need 5 or 6 kW, then this cable will not be enough.
If, as a result of the calculation, the planned power turns out to be from 4 kW or less, then a cable with a cross section of 1.5 mm2 will be sufficient. True, if the planned load exceeds the permissible limit, there is an option to switch on the load separately.
