What is the reason for such inviolability of the mausoleum

The second point has a political connotation. For many people in the country, it is too important to have a mausoleum in it. If the latter is removed, rallies and unrest of the people may begin, and in the state at any time, unnecessary conflicts are absolutely useless.
These explanations also close the second question concerning the burial of the leader. A building without Lenin's body would become an almost useless structure.
