This effect was treated by replacing the counters. In water meters, the same effect can be observed. Which every owner of water meters should know about.
Hot Water Displacement
Sometimes, due to a malfunction of the mixer, as well as an incorrectly installed hygienic shower, self-propelled reeling of cubic meters with a water meter is possible with closed taps. Namely, it is squeezed by hot water, cold. Or vice versa. The illustration below shows the process perfectly. I talked about this previously. Scroll through the picture.
This malfunction is treated by replacing the mixer, or by installing check valves after the water meters, which do not allow the liquid to flow back into the riser.
Leaking toilet bowl
The most common problem of "quiet" imperceptible rotation of water meters. Sometimes the bottom valve of the toilet bowl does not fit tightly to its seat and a thin stream of water imperceptibly flows into the sewer. And flow meters react to this movement of water, especially new ones. If you just replaced the cold water meter and it spins on its own, then this moment indicates a tank malfunction.
Solution to the problem: replacing the fittings or the bottom valve of the toilet bowl.
Water volume compensation
Sometimes in private households you can observe the following effect: Water consumption taps are closed everywhere, and the meter winds one liter of water on the dial upward and after a while this liter can unwind back. And such a movement of liquid can continue for a long time, negatively affecting the water meter itself.
This problem is treated by installing a check valve after the water meter.

Sometimes the tenants of the apartments complain that the neighbor turns on the water and they have a water meter spinning from this. Such cases are very rare. And mostly in hostels. Due to the fact that water supply in such rooms is often done by amateurs who first took a soldering iron in their hands.

Reverse osmosis filter, broken
Deep filters, due to the peculiarities of reverse osmosis, most of the water is drained into the sewer. This process is not visible to the user of this system. Usually, a small amount of water is required to fill the tank with water. But sometimes the valve responsible for stopping the liquid breaks and water flows immensely into the sewer, winding the cubic meters to the owner of the installation. The same problem can arise if the cleaning membrane is heavily soiled.
The problem is solved by replacing the valve, or replacing the membrane.
Self-propelled water meter and air movement
These reasons, I did not want to consider, because the answer to them lies on the surface, but for completeness of the article I must tell about them. Self-propelled, the movement of the counting mechanism of the water meter after closing the taps for a short time can be observed on all household water meters. This is their feature, because the impeller has its own weight and can continue to rotate by inertia.
Air movement through the water meter causes the rotation of the same impeller and, accordingly, the numbers can change. This effect can be observed during repair work on networks, when the drained liquid from the risers causes a siphon effect and the air sucked into the water supply turns the impeller. Or vice versa, when the system is filled with air, it also makes the water meter rotate.
The last two cases can be neglected, and in other cases the problem must be solved.
