Almost all modems sold by mobile operators work only with simkarty "their" operator (is locked). There are very simple ways of how to make the operator's modems work with any SIM cards (unlock).
If you type will find many sites in a search engine "unlock the USB-modem", which serves to unlock USB-modems for money and can even create a strike one that is not free way to unlock exist. Of course it is not.
Among my existing five four modems were Huawei and ZTE one (white Beeline). With Huawei everything is quite simple. Need two programs - DC Unlocker and Huawei calculator (you can download them here, Archive 123 password).
1. We put in a modem sim card of another operator.
2. Connect the modem, install a pop-virtual CD-ROM software and drivers.
3. Run. In megafonovskih modems, the message "Set the sim-card MegaFon".
4. Close the program, run the DC Unlocker and Huawei calculator. The unlocker press the button with a magnifying glass. If all is well, you will see information about the modem and the status "Locked". Copy the IMEI into the calculator and click Calc.
5. The unlocker enter the bottom command AT ^ CARDLOCK = "your code v2 code" (in my case the AT ^ CARDLOCK = "82957483") and press Enter. The modem will answer OK.
6. Once again, press the magnifying glass and make sure that the status has changed to Unlocked.
7. If the modem is used on a computer, you may need to change the APN settings in the program.

C ZTE modems everything more complicated. Instructions for unlocking can be found on 4PDA (In the header branch: useful links - Unlock modem). I have long perseverance is not enough, and four Huaveev enough. :)
