Recently, every resident of Russia can harvest deadwood for personal needs. But not everyone knows what deadwood looks like. If you collect something else in the forest, you can "earn" an impressive fine from the state.
It turns out that harvesting deadwood is not as easy as it might seem. Therefore, the officials decided to once again remind the Russians about the existing restrictions.
Residents of the villages have just begun to rejoice at the adoption of the law, have already gathered to go after the dead wood. But then they received a memo on how to prepare a resource so as not to break the law.
The document spelled out specific differences between dead wood and a potentially dead tree:
- 1. Deadwood is a dead tree that is already on the ground.
- 2. Deadwood is understood as trees still standing on their roots. They are considered to be dead, however, they do not lie on the ground. This means that they have nothing to do with deadwood.
- 3. A windfall is a tree that has been pulled out of the ground by a strong wind. As the law says, trees uprooted are not dead. Hence the conclusion that the windfall has nothing to do with the resources allowed for collection.
- 4. A windbreak is the tops and trunks of trees that have been broken. Such trees are already dead, but not yet dry. Drying occurs after a certain time, that is, immediately after breaking by a windbreak, it is not a dead tree.
The term "deadwood" is understood as forest non-timber resources. They are harvested for the personal needs of people. If we are talking about a windbreak or snow break, then only broken off tops can be collected. In general, we can say that it is allowed to take only individual parts of the trees lying on the ground. But it is strictly forbidden to cut, saw and cut trees, by any means to separate the trunk from the roots.
It is also not allowed to store dead wood in the forest, leave any waste after harvesting it, harm or destroy healthy, growing trees.
In a few words, it looks like this: I went into the forest, collected dead wood, swept up a clearing after myself. Left any waste - received a fine.
The Russians immediately wondered how to harvest deadwood, if at the same time with them you can not take either a saw or an ax. Considering also the fact that it is generally forbidden to touch with windbreak, windbreak and dead wood.
Based on this, it can be assumed that it remains to collect only rotten branches in the forest, which are suitable only as fertilizer. It is unlikely that anyone wants to harvest brushwood.
It should be clarified that deadwood can be collected everywhere, with the exception of places where felling work, the harvested timber is stored, as well as in natural areas under protection state. The volume of the collected resource is not limited, you can choose any time of collection.
Moreover, if a person decides to take out dead wood or windblown without having the appropriate permission for this, he will be punished. His actions will be considered as destruction or theft of property belonging to the state.
Harvesting a resource that does not fall under the definition of dead wood is punishable by law. A person who violated the rules will incur administrative responsibility and will be obliged to pay a fine of 3 to 5 thousand rubles. In this case, a saw or an ax is confiscated from the offender. If the amount of damage exceeds 5 thousand rubles, the offender will incur criminal liability.
This means that the Russians can only collect what lies on the ground, while they cannot chop down or saw down trees. If dead wood does not fit into a trailer, body or wheelbarrow, cutting or cutting it is also prohibited.
Any law enforcement officer can stop a person carrying dead wood and check the legality of the collection and export of the resource. If it finds a violation, "terrible retribution" will follow!
We can summarize that our generous state allowed the population to collect only rot and dust, which even a stove cannot be melted. And it kept all the most valuable things for itself, imposing a bunch of restrictions and punishments for violations.
