To begin with, just at the stage of introducing the law on the creation of a Regional overhaul operator in Of the Rostov region and the organization of such a structure as the "Capital Repair Fund" - we moved to own house. It was in 2014. But my parents stayed in the apartment and I have more than heard about collecting money for the general Fund.
Today, in the Rostov region, the contribution for the overhaul of apartment buildings is 9.92 rubles. with sq.m., i.e. fee from parental three-ruble note 57 sq.m. is equal to 565 rubles. per month.
Also, I have a good friend who has been working in the capital repair fund from the very beginning of its formation, so the meaning of this article is "firsthand".
How does the Foundation work?
The Fund's program is scheduled until 2049. Every year, the administration includes in the regional program - houses, which, according to the degree of wear and tear, are assigned a period of major repairs. It should be noted that overhaul - means repair
only common property: engineering networks, facades, foundations, blind area, storm sewers, staircases, windows, elevators, etc. Each type of repair has its own term.If at the general meeting the owners approved the corresponding protocol, then the accumulation of funds will be be made to a separate account of an apartment building, otherwise, money from all residents goes to a common boiler (boiler account).
Pros and cons of each of the accounts
If this is a common account for all - then the funds for major repairs will be allocated if and only when the scheduled repair period is assigned. And the planned date of a particular site is appointed by the commission when the house is included in the regional program based on the degree of wear and tear.
If it's a separate house account - then the funds for major repairs can be used earlier than the appointed date. (A hackneyed example, but still: the roof leaked. Do not wait for the repair if your house has a method of forming on a general (boiler) account, otherwise, please repair it).
The second side of the coin
When using a shared account - as planned, as much money will be allocated as is required to complete the overhaul and this amount does not depend at all on the amount paid by the residents of this house. If this is a separate account, then be content with how much you have accumulated. And according to statistics, the real% of non-payers is a little less than 27%.

And now I want to return to the comparison. As I wrote just above, the contribution from a three-ruble apartment is 57 sq.m. is equal to 565 rubles. per month or 6 780 rubles. in year.
I would be glad if my expenses for a marafet of a private house with an area of 70 sq. m. - were 6,780 rubles. per year., but I have this amount per quarter :-).
If we take the current rate of 9.92 rubles, then by the planned repair time (from 2014 to until 2028) for 14 years from only one apartment the amount will accumulate in the Fund: 94,920 rubles. (14 x 6 780 = 94 920).
Almost 95,000 in 14 years! Yes, that kind of money will not be enough to repair your own house even for 10 years!
After moving to a small brick house in 1986, we made a façade - 30,000 rubles, blocked the roof - 60,000 rubles, and about 15,000 more over the little things. And these are not the last costs. It's so good that the hands can still do something, since I don't take into account the salary of workers at all.
Of course, this is offset by the comfort of living in your own home, but 6,780 rubles. for a year - this is a small amount of money (personal opinion) that the state asks for. After all, common property is shared property, which means that the share of this property is yours. We pay for the repair of our share.
I do not consider taxes here, I do not agree with taxes, as do the lion's share of the residents of the Russian Federation, but such a payment for overhaul is "godly". It is another matter that money is being taken from our old people for major repairs, whose houses will be repaired only in the 2030s and 40s. And this is not very human.
