Surely, every driver at least once paid attention to the fact that there are a number of cars in the domestic open spaces, on the license plates of which there is no Russian tricolor. And this despite all this, that these signs were clearly issued to a motorist in Russia. What is the peculiarity of such numbers and what advantages they give to their owners.
At the beginning of 2020, nothing has changed in the production of license plates in the Russian Federation regarding the rules in force in 2019. This issue is still regulated GOST R 50577-93. In accordance with it, all vehicles are divided into groups, for each of which a number plate is provided in the form of a plate, on which numbers and letters are applied in a certain order. At the same time, the use of the state flag on the numbers is "permitted". Thus, the GOST explicitly states that the image of the flag is an option, not an obligation.
A car with a license plate without a national flag is no different from other cars. The absence of state symbols does not give any advantages and does not infringe on the rights of the motorist in any way. To date, many myths have developed around such license plates. In particular, the legend that such cars are used mainly by employees of state agencies and special services of Russia.

In fact, everything is much simpler. Until recently, license plates in Russia were produced exclusively by state-owned enterprises and organizations. Several years ago, this initiative passed (including) into private hands. Many commercial companies licensed to issue license plates for cars, began to produce plates without a tricolor for reasons of banal paint savings in order to reduce the cost production.
