An autopsy revealed a typical problem - an electrolytic capacitor in the filter for an output voltage of 1000 microfarads of 16 volts failed. It was he who, incandescent white-hot, melted the plastic cover.
It remains to replace the faulty capacitor with a new one, you should also check the ESR meter with other electrolytes in the primary and secondary circuits in order to avoid a repetition of the malfunction.
If there is no device at hand for measuring the parameters of capacitors, it is recommended to replace the electrolytes of the input and output filters of the power supply with new ones. The price for them is low, but the price for the next repair can be decent if you don't have to buy a new set-top box.
