How should the electric meter on the facade of the house be connected correctly?

The question that Anatoly asked was as follows (literally):

Good day! How should the meter on the facade of the house be connected correctly? Why, after turning off the machines that are installed together with the meter on the facade of the house, does it shock as if some phase is not turned off?

I gave Anatoly the following answer due to my knowledge and qualifications:

Any electric meter must be connected in accordance with the project or the connection diagram specified in the technical specifications (TU). To understand the reason for what is happening, you need to see, at least this diagram with your explanations, which circuit breaker is turned off and where you get an electric shock. For example, if you have an electric meter with automatic switches, it has the following connection method:

does not in any way affect the presence or absence of voltage on the facade of the building. For such a connection diagram, the input circuit breaker is installed in the distribution board (PD) directly next to the electricity meter. Its purpose is to break the electrical circuit in the event of a short circuit in the section of the line from the pole to the electricity meter. The rest of the circuit breakers and RCBOs (circuit breaker controlled differential current, with built-in overcurrent protection) are designed to disconnect the load, connected to them. This protective equipment also does not in any way disconnect the supply voltage on the facade of the building.

Therefore, in this example, the switching of the circuit breakers on the electricity meter should not lead to a power outage on the supply cable. This is the correct connection option, but in your case everything may be different. Again, you need to see the wiring diagram.
