Norilsk is a wonderful city with its own characteristics. It has something that you will never see in cities from other regions. This is exactly the situation with houses. It is very unusual for a visiting person to see ordinary Khrushchev houses, but without balconies. That is, there is a standard five-story building, of which there are a huge number in all cities, not only in Russia, but also in the countries of the former Soviet Union, but there are no balconies on it. Instead, just tiles.
But if you visit Dudinka, located next to Norilsk, then the houses here already have the appearance that they are supposed to have, according to the project - with balconies.
The question arises: why were there balconies on the houses that were used to build up a new city, young Norilsk, in the 40-50s of the last century, and then, for more than two decades, buildings were built without them.
This building decision was influenced by two factors. The first is related to the change of government and the approach to construction work. The slogan "to each Soviet citizen an apartment" demanded an acceleration of the process of construction of residential buildings. Accordingly, everywhere in the huge state they began to build houses from ready-made panels.
Sometimes home delivery times were record-breaking. The building grew in almost a week. To make the construction process in Norilsk as fast as possible, it was decided not to build balconies here. In the northern region, there was allegedly no special need for them.
The very first Khrushchev buildings remained with balconies, although over time they were cut off. The second factor has already influenced here - the harsh climatic conditions of the north.
The fact is that sudden changes in temperature and strong winds, and the climate in general, have a negative impact on structures of this type. As a result, the balconies began to collapse, and some even fell. And this is already a huge danger for passers-by. After one balcony collapsed, however, there were no casualties, and it was decided to cut them off in order to avoid tragedy.
But in the center of Norilsk you can see several houses after reconstruction with the so-called balconies, or rather their imitation. There is a functioning balcony door, which is covered with bars from the outside.

And the most interesting thing is that it was forbidden to make balconies exclusively on five-story buildings. Panel nine-story buildings were built according to all the rules with balconies familiar to us.
