By what right can the power grid install poles on a developer's private land without permission?

Recently, an acquaintance of mine shared a situation in which he found himself completely unexpectedly. He purchased a plot of land with the prospect of building a new house. There are many similar plots around, some owners are already under construction, others have not started yet, not all territories are fenced off, the roads are still bad.

In general, it is difficult to understand how the area under development is planned out. It is necessary to directly familiarize yourself with the development project, call surveyors, and take out the coordinates of the corners to the terrain. I am talking about this so that in the future it will be clear what an unpleasant situation arose.

My friend's site was not fenced. At the same time, he has a property right, drawn up in accordance with all the rules: borders have boundaries, cadastral registration is drawn up on the land. This means that information about the site is publicly available, it can be easily viewed on the Internet. Anyone who wishes has the right to open the public cadastral map of Rosreestr and see the specific location of the site. It would seem that it is impossible to notice such a territory, but the power grids did it.

The problem is as follows: on the territory of a friend of mine, two pillars were installed without any permission, and a line was drawn diagonally across the entire plot. By the way, they also installed the pillars on other property sites. This power line has nothing to do with the planning project for the new residential area. Each section and street exist on their own, the line also "lives" its own life. The question is brewing: is it possible to do this at all? Are the power grid workers too insolent?

An acquaintance of mine, after finding two poles on his land, went to the power grid to clarify the situation. Note that the extended line has already been connected to the transformer. The chief engineer could not adequately and calmly explain what had happened. He only sarcastically asked if my friend needed electricity on the site.

An acquaintance replied that he was worried about the installation of poles where he planned to build a house. The chief engineer grudgingly promised that the electricians would deal with this issue and move the poles.

What do we have today? About a year has passed, but the pillars are still there, the line is energized. It is likely that soon this unauthorized overhead line will be put on cadastral records. Practice has shown that the situation is not new for a long time. Power grids are engaged in amateur activities, and then land owners have problems with the paperwork for the construction of a residential building.

Of course, you can achieve the truth. However, power grids can stand their ground, then it will be possible to figure it out only through the courts. And these are new problems, wasted time and nerves!
