If you are familiar with my channel, rather you know that I am building a house and so as not to buy wood either for floors or for rafters roof system - last year I specially set aside time to exercise my right to concessional timber from state.
We live in the Rostov region, 15 km. from the metropolis. Our local regional law of the Rostov region says that one family a year can count on 7 cubic meters of firewood and 15 cubic meters of industrial wood, and I even agreed to that, After all, the market value per cubic meter of timber for us is 10,000 - 11,000 rubles, and in the forestry I will pay no more than 1,000 rubles, depending on what kind of timber I have highlighted.
In addition, even from 15 cubes, I will have material for a gazebo, a fence and other little things ...

I fired up, and while I was burning with desire, I turned to the forestry department of St. Rostov-on-Don. In the process of all these activities, I realized what chain of events is built from a statement to actually getting my share of the timber and storing it right here, under my feet - on my the same site.

First, I found numbers on the Internet and built a conversation over the phone that, they say, according to the Forest Code, each Russian is entitled to 150 cubic meters... in general, he quoted article # 30, which they all already know. They made it clear to me that I would not count on a forest at all, more precisely, a high-quality forest, but only firewood could be allocated: “We have local laws, where we can only allocate 15 cubic meters to you, but there is no normal forest in Rostov. A long time ago, no, if you want, you can find firewood. "

And I don't need firewood, I have gas heating.

I confess that this is what I expected to hear. In fact, it is true that we have a steppe region where there is practically no commercial forest. There are, of course, on the outskirts of the planting area, but they kept silent about this while talking.

Having digested what was said to me in the tube, I again turned to the leshoz, saying that you are the central apparatus, so advise which forestry I need to contact in order to issue what is required by law. And you know, I did not achieve anything on the phone, but only constructively built a dialogue, having arrived at the place, where did I go from office to office, which confirms the disinterest of people in general to anyone to help.

I confess that I'm tired of them... They played football, played football, but at some stage they announced the names of forestries where it would be possible to cut the forest, a little later they demanded a statement from the requested volumes, indicating the purpose of use, a building permit, documents of title to a land plot and a bunch of copies of personal documents. They gave a list with the tenants of the plots (Of course, this is not an hour, a couple of days have passed).

I have no acquaintances in this area, and therefore I was allocated a plot of land distant from the land - near the village of Mityakinskaya, 250 km away. from my place of residence. After that, having found out everything in more detail, he stopped here, did not continue and receive permission for felling. Do you know why?

Before talking about "free" timber, I would really like you to read the 5 points below ...

1. Felling

After the site is selected, I will receive permission from the leshoz to cut the forest. We will mark the trees, I will clear the area myself, I will cut it down myself, and then I will clean up after me.

Further, I will provide a report with my signature that I did not take too much and did not harm the environment.

Of course, I won't cut it myself. There are specially trained people who are very easy to find, or rather, they are on their way to the coveted "free timber". This is a huge, huge business, in terms of scale, probably - the next after oil and housing and communal services :-)))

Usually, brigades consist of 3-4 people, one or two fell trees, and the rest work on special equipment. The cost of cutting one cube is 900-1100 rubles. (bucking is also included here). If you still need to pile up for loading, and not leave it near the stump, please add 300 rubles. per cubic meter

But, this is half the trouble - if for yourself, why not do it.

And now, the fun part. So I will pile up the forests, and who will guard? Take it out and put it down again? Okay, let me close this issue with the locals for a few thousand rubles ...

2. Loading and delivery

From the village of Mityakinskaya to me 250 km. The cost of delivery depends on the volume of loading and the number of flights; on average, one trip with a small car for the delivery of 15 cubic meters will be about 30,000 rubles.

3. Sawmill

As such, I DO NOT need the wood, so we will take everything to sawing. To dissolve the forest, I will give 900-1000 rubles. per cube, while receiving a bar of 200 * 200 and 150 * 150, and paying a little more, they will dissolve it for me on boards of 50 * 100, 50 * 150, 50 * 200 and an inch.

And now, again, you need to load it all onto the manipulator: bring it in and unload it. From here, the 4th point smoothly follows - unaccounted for force majeure situations.

4. Force Majeure

Do not even hesitate, such situations will definitely be, somewhere to issue something faster, somewhere to lose your time, once again agree with someone for speed and so on, so on, so on.

How do you like this right to free timber?

This is a nerve. In fact, the forest is not free, but "shareware". If everything is under your nose - then there is no problem, everything can be done. But who will give you a plot under your nose? If the distance exceeds 100 km, it is simply not profitable, provided that you have nothing "caught".

As a result, for 15 cubic meters of clean boards and timber from the market, I will pay:

15 * 11000 rub. = 165,000 rubles, despite the fact that I will choose a place located close to my home in order to save on delivery.

Now let's calculate the "free wood":

1000 (under the contract of sale) +1400 (felling) + 2000 (delivery to the sawmill) + 1200 (sawing) + 300 (delivery to the site) = 5900 rubles.

But, do not forget that 15 cubic meters of wood turn into flat boards with a loss of volume of 20-30%, which will eventually amount to 11 cubes. In addition, force majeure and wasted gasoline to hurry back and forth. I think you can throw about 10,000 rubles on top of this. minimum.

Total: 15 * 5900 + 10,000 = 98,500 rubles.

And since for this amount we get only 11 cubes of even boards, the price per cubic meter is 98,500: 11 = 8,950 rubles.

5. Outcome

A) I buy timber in the market for 11,000 rubles. and I'm not worried!

B) I use government benefits, waste time and pay 9,000 rubles. per cubic meter (Yes, to hell with them, force majeure situations, let's throw them away, how much will the cube come out then? - 8000 rubles)

Despite the savings of 40-50 tr. on 15 cubes, I now understand why only a few - reach the end of this procedure. But rather, these units live no further than 100 km. from plots and have their own transport and / or free labor.
