The government lifts the ban on bad light bulbs

Today it became known that on July 11, the Russian Government quietly adopted a resolution canceling previous resolutions with technical requirements for lamps and lighting fixtures.


At the end of 2017, I wrote about Resolution No. 1356 - The government banned bad light bulbs.

That decree had very important requirements for lighting products:

The general color rendering index is at least 80 for public areas and at least 70 for industrial areas.
Ripple factor - no more than 5%.

Alas, the decision contained many absurdities and unrealizable requirements.

For example, according to regulation 1356, lamps with a nominal power of 5-25 W must have a power factor of more than 0.7 (almost all household bulbs have a power factor of about 0.5 and if you make drivers with PF> 0.7 it will be either very expensive or light with pulsation). For lamps with a rated power of more than 25W, the PF had to be greater than 0.9. This gave rise to the same mass of floodlights with 100% pulsation.

And also the decrease in the luminous flux of lamps with LEDs during the stabilization of the luminous flux should be no more than 6 percent (in reality, this figure is much higher and it is difficult to fight it).

The decree contained requirements for the starting current of lamps and lamps, but no one knew how to measure it and there were no devices for this.

Among many other documents, in paragraph 55 of this resolution cancels the effect of Resolution N 1356 "On approval of requirements for lighting devices and electric lamps used in alternating current circuits for lighting purposes", and in clause 59 cancels"Resolution N 1312 "On amendments to the requirements for lighting devices and electric lamps used in alternating current circuits for lighting purposes". But it does not cancel them immediately, but from January 1, 2021.

It remains to be hoped that by January 1, a new decree will be developed and issued, regulating the technical parameters of lighting, but, this time, it will be done wisely.
