And the most important thing is that in order to make such a tool, you do not need any special skills, not any qualifications.
What materials are needed: door hinge (steel, universal), metal bar, two bolts, two wing nuts, plastic handle, a couple of replacement blades for a construction knife.
What tools are needed: hammer, marker, bench vice, grinder with cutting disc.
So, in the workflow itself, there is nothing complicated or tricky. First we bring the wings of the loop together so that they fit snugly against each other. We hold the loop in this position and mark the places for cutting the corners with a marker. In the same position, we clamp our loop in a vice and, armed with a grinder, we cut along the markings. First on one side, then on the other.
Now you need to attach a metal tube to the central hinge of the hinge frame wing. This can be done by welding or soldering. Thus, the future instrument will have a handle. You can also find a suitable waste screwdriver handle and slide it over the scraper handle.

We put suitable bolts into the extreme holes of the hinge and fix them with wing nuts. Slightly loosen the nuts, put a piece of a replaceable blade for a clerical or construction knife between the wings of the hinge, and then again clamp the "lambs". Here's a homemade scraper and ready to go!
