Penalty for flashing headlights: what a motorist should do when he finds himself in an ambiguous situation

Even a novice motorist knows very well that the best way to warn a car going to a meeting about a traffic police patrol in front is to blink headlights. Then a colleague in a four-wheeled case will surely slow down and not receive a fine later. But what to do if after such a "saving signal" the motorist himself comes across a patrol and an inspector begin to ask a lot of interesting and not very convenient questions about "strange" manipulations with light instruments.

The first and most important thing to know and remember about this situation is that in the Code of Administrative Offenses there is not a word about the punishment for flashing headlights while driving. The only act according to which the driver can be "pulled up" to a fine for blinking is clause 12.20 of the SDA "Violation of the rules for using external light devices."

True, there is no direct indication that the driver should be responsible for the flashing of headlights. Moreover, in chapter 19 of the traffic rules there is a mention of the fact that you can use light signals to warn the motorist that he blinds those coming to his meeting.

Thus, when communicating with extremely persistent traffic police inspectors, you can point out precisely that the light signals were a necessary measure on your part. However, you can go in another, very unexpected way. You can simply tell the truth that the purpose of the signal was to warn motorists about a standing traffic police patrol. At the same time, it should be pointed out that your goal was to reduce the speed of those going to the meeting in order to prevent dangerous situations on the road.

It is important to understand that "ambushes" (posts) of the traffic police are always marked with appropriate signs, as well as areas with the location of video cameras. Thus, if a motorist reminds his colleagues of the need to slow down, there is nothing criminal in his actions a priori.
