Vertical sliding windows are not an American invention. In fact, windows with such a design first appeared in England. There are winters without severe frosts, and the winds are very harsh. Therefore, on the one hand, there was no need for horizontally opening windows, and on the other hand, vertical stakes are much better protected from the winds. Given the fact that the first significant wave of New World colonists in North America consisted of the British, the prevalence of such windows in the United States should not raise any question. Moreover, windows with vertical shutters are not at all widespread and dominate only in the central part of North America.
The closer you get to the north or south of the continent, the fewer such windows there are. There are two reasons for this - a different climate (in the north, after all, frosts begin to beat) and colonists who came from other European countries, including France and Spain.
